Guillermo Solano-Flores, Ph.D. * External Project Evaluator

Guillermo Solano-Flores earned a Ph.D. in Education with a specialty in methodology and measurements from the University of California at Santa Barbara. Dr. Solano-Flores is an Associate Professor of Bilingual Education and English as a Second Language at the University of Colorado at Boulder. A psychometrician by formal training, he specializes in educational measurement, assessment development, and the linguistic and cultural issues that are relevant to both international test comparisons and the testing of linguistic minorities. As the project external evaluator, Dr. Solano-Flores will be responsible for writing the technical reports that will be submitted to the U.S. Department of Education.
